    UK: Plum Report rubbishes bandwidth squeeze, calls for Open Internet #netneutrality 

    As the net neutrality issue continues to be debated in the UK, a group of content/application providers have commissioned a study on the topic – The open internet – a platform for growth aka the Plum Report. Unsurprisingly the study refutes ISP/telco claims that growing bandwidth demand compels them to finance expansion by shaking down 3rd party providers for access to their customers. The report sets out to dispel a few myths:
    Net neutrality myths
    and makes some strong policy recommendations:

  • A clear signal of commitment to the open internet by EU institutions, national governments and regulators.
  • Internet access should be clearly defined and the use of the term in marketing restricted to those who provide open access to the internet. This measure could be implemented nationally under consumer protection powers.
  • The application of an industry code of conduct and dispute resolution procedures, through “selfregulation with oversight”, should be promoted. The code should require:
    • Open access to and distribution of internet-based, lawful content and applications for consumers; no blocking of legal services and discrimination on the basis of commercial rivalry.
    • Protection against unilateral and opportunistic requests for payment i.e. holding players to ransom.
    • Principle of parity of access if and where prioritisation is provided on voluntary commercial terms for any content or applications i.e. the same opportunity on the same terms should be available to all (analogous to the principle of equivalence applied at the network access layer).
  • Policy-makers and national regulators (e.g. Ofcom) should closely monitor market developments given the risks to innovation. If the suggested measures prove insufficient, then intervention by national regulators utilising their powers to protect the open internet under the revised EU Electronic Communications Framework, or the introduction by policy makers of a new legally binding open internet requirement, should be considered.

  • The report concludes:

    We conclude that there is no reason to believe that a departure from the open internet norm would be economically efficient – rather, we find a departure from this model would risk irreversible harm.

    In June 2011 Internet Society President Lynn St Amour participated in a panel at the launch of the Global Innovation Index 2011. Since yesterday the video has been widely viewed after Cory Doctorow posted a link on Boing Boing pointing out that, at 49 mins in,  fellow panelist Francis Gurry, the Director General of the UN’s World Intellectual Property Organization (WIPO) asserted the world would have been better off if the World Wide Web had been patented and licensed. Lynn is on at 14:38 and 42:25.

    Jason Livingood joins Board of Trustees @InternetSociety 

    To fill the vacancy caused by the departure of Lawrence Lessig the Internet Society has appointed Jason Livingood, Executive Director, Internet Systems Engineering at Comcast Cable, to its Board Of Trustees.

    Jason has served as co-chair of an Internet Engineering Task Force (IETF) working group and is the author of several RFCs. He is also an technical advisory board member of a security-related company, has several patents pending in his field, has recently served on a working group of the FCC’s Communications Security, Reliability and Interoperability Council (CSRIC), is a member of the Broadband Internet Technical Advisory Group’s (BITAG) Technical Working Group, and is a member of the Security and Stability Advisory Committee (SSAC) of the Internet Corporation for Assigned Names and Numbers (ICANN).

    NYPDA Daily News story reports the the New York Police Department has formed a ‘Social Media Unit’ to monitor popular services like facebook, myspace, and twitter for crime-related posts. From the story:

    Newly named Assistant Commissioner Kevin O’Connor … has been put in charge of the new juvenile justice unit. He and his staff will mine social media, looking for info about troublesome house parties, gang showdowns and other potential mayhem, sources said.

    and

    O’Connor’s new unit will operate under the Community Affairs Bureau; it will also handle outreach programs, with its mandate going beyond the Net.

    Still, the 23-year veteran is known for his success in online policing, including stings to catch predator pervs looking for sex with underage victims.

    And he was credited in his former assignment with a Manhattan North gang unit for providing critical information in a number of shooting cases gleaned from online boasting. O’Connor, who could not be reached for comment, was promoted to his new position from lieutenant – a highly unusual stepup in rank.

    International Internet Preservation Consortium #archiving the #web world wide @ndiipp 

    IIPCThe International Internet Preservation Consortium (IIPC) was formed in 2003 to foster international collaboration for preserving Internet content for future generations. It has now grown to include 40 of the leading libraries worldwide, plus the Internet Archive, representing 25 major archives. A recent OII report notes that, as the web becomes more complex, and activity devolves into social media networks, archiving is an increasingly complex business. See, for example, a presentation from the Library of Alexandria about archiving the recent Egyptian uprising. Also, as another recent presentation  by Helen Hockx-Yu of the British Library notes, there is often a need for changes in national legislation to permit “legal deposit” of web content.

    hackNY The Internet Society’s New York Chapter (ISOC-NY) will present a webcast of hackNY’s Class of 2011 DemoFest tonight July 28 2011 from 6.30pm to 9.00pm, live from NYU’s Courant Institute. This year the number of student fellows is up – from last year’s 12 – to 35, representing 19 schools from 17 Universities.

    The hackNY program, of which ISOC-NY is fiscal sponsor, pairs quantitative and computational students with startups which can demonstrate a strong mentoring environment: a problem for a student to work on, a person to mentor them, and a place for them to work. Students enjoy free housing together and a pedagogical lecture series to introduce them to the ins and outs of joining and founding a startup. At the DemoFest they will show the results of their efforts.
