On November 4 2013 the Copyright Society of the USA presented the 43rd annual Donald C. Brace Memorial Lecture featuring Shira Perlmutter, Chief Policy Officer and Director for International Affairs at the United States Patent and Trademark Office. Ms. Perlmutter’s topic was From Paralysis to Progress: The (Useful) Art of Copyright Pragmatism . For most of our country’s history, copyright policy and legislation were largely immune from the partisan rancor that has long characterized other areas such as tax policy, social programs,and privacy protection. The organized revolt against recent efforts to enhance copyright protections, including the Stop Online Piracy Act (SOPA) and Protect IP Act (PIPA), underscores that things have changed. Panelists Derek Khanna and Ben, who come from both sides of the debate, explored the competing interests and ideologies that brought us here, and how the heightened role of politics in copyright policy is likely to play out.
